Discipline Decisions
Dr. Louis Bourget – Oral Surgeon
The Provincial Dental Board of Nova Scotia hereby gives notice that as a result of a complaint against Dr. Louis Bourget, and pursuant to the Dental Act, the Discipline Committee of the Dental Board approved a Settlement Agreement on June 11, 2021.
The Settlement Agreement contains Dr. Bourget’s admissions of unprofessional conduct, infamous conduct, and breach of, or failure to, observe the Code of Ethics as defined in sections 4(1)(a), 4(4)(c), and 4(c) of the Discipline Regulations. Dr. Bourget admits that:
- His treatment of BH amounts to unprofessional conduct, resulting from the contravention or violation of any provision of the Act or regulations made pursuant to the Act;
- His treatment of BH amounts to infamous conduct, resulting from conduct or behaviour that is likely to bring dentistry or the dentist into disrepute; and
- He committed a breach of, or failure to, observe the Code of Ethics, resulting from a failure to report.
The Settlement Agreement also contains agreed upon sanctions, including:
- A written reprimand by the Discipline Committee.
- The requirement that Dr. Bourget successfully complete a customized remedial module at Dalhousie University covering relevant jurisprudence and ethics on professional duties (including, but not limited to, the duty to report) at Dr. Bourget’s own expense, within twenty-four (24) months of June 11, 2021.
- Dr. Bourget’s licence to practice dentistry in Nova Scotia shall be suspended on a time served basis from December 21, 2020 to January 12, 2021, and from February 11, 2021 to June 11 of the Order approving this Settlement Agreement, following which Dr. Bourget may return to full oral and maxillofacial surgical practice.
- If Dr. Bourget is convicted criminally in relation to BH, this Settlement Agreement shall be referred back to the Discipline Committee for consideration and may form the subject of a hearing before the Discipline Committee in accordance with section 17A(2) of the Discipline Regulations.
